PURPOSE: A guide text about an international roaming blocking subscriber or disaster text transmission gateway location register and method thereof are provided to improve the satisfaction of a user by enabling a user to exactly confirm a joining state. CONSTITUTION: A first determination unit(210) determines the existence of an ODB(Operator Determine Barring) BAOC(Barring of All Outgoing Call) message in the response message of an HLR(Home Location Register) according to the location register request of a portable terminal registered in an international roaming blocking service. A first transmission unit(220) transmits a routing request message to the HLR in order to transmit a text according to a determination result. A reception unit(230) receives response message about the routing request message from the HLR. A second transmission unit(240) transmits the text to a mobile switching center using the response message. |
