Provided are a method and device for allocating roaming numbers. The method includes: acquiring indication information providing a roaming number, with the indication information providing the roaming number including the identification information about the MSC or GMSC to which the calling UE belongs and the identification information about the called UE; acquiring the number of times of roaming number allocation and the number of times of roaming number release due to expiration, which correspond to the identification information about the MSC or GMSC to which the calling UE belongs, according to the correlation among the identification information about the MSC or GMSC, the number of times of roaming number allocation, and the number of times of roaming number release due to expiration; if the ratio of the number of times of roaming number release due to expiration to the number of times of roaming number allocation is less than or equal to a preset first ratio threshold, then a roaming number is allocated to the called UE.
