PROBLEM TO BE SOLVED: To select an appropriate reference frame without lowering image quality while reducing computational complexity of motion vector detection.

SOLUTION: A motion vector detection device includes: a similarity calculation section 11 for calculating similarities between blocks; a determined reference frame data memory 13 for storing information on reference frames of already determined similar blocks; a search order determination section 14 for determining an order of search for a similar block from a plurality of reference frames about each block of a frame to be processed, with the use of the information on reference frames of already determined similar blocks stored in the determined reference frame data memory; and a search section 12 for searching for a block whose similarity satisfies a predetermined threshold through the reference frame selected in the determined order.
