<P>PROBLEM TO BE SOLVED: To provide a cooperative network between base stations for higher user data rates. <P>SOLUTION: An apparatus for determining a core network configuration of a wireless communication system includes a cluster determiner. The core network of the wireless communication system comprises a plurality of base stations, a plurality of wireline links between the base stations and at least one control unit for controlling a cluster of base stations of the plurality of base stations. The cluster determiner determines, as the core network configuration, at least one cluster of base stations linked by wireline links and controlled by the same control unit based on a predefined basic network configuration, so that latency between each base station of the cluster and the control unit of the cluster is below a maximal allowable latency.
