PURPOSE: A JPEG(Joint Photographic Experts Group) file generating method and an apparatus thereof are provided to enable a decoder to rapidly check a location of a re-start marker and to increase decoding speed. CONSTITUTION: An offset value calculating unit(130) calculates an offset value of a restart marker based on the data size of the restart marker. An offset value of the restart maker is a value for entropy encoded segment. A scan number offset value calculating unit(140) calculates a scan number offset value of an SOI(Start Of Image) marker unit based on the calculated offset value. An addition application data storing unit(150) stores the calculated scan number offset value in application data.
