PROBLEM TO BE SOLVED: To provide: a counter substrate for an organic EL display device, capable of reducing loss due to light emission to adjacent pixels, thereby improving light extraction efficiency; and an organic EL display device.

SOLUTION: The present invention relates to a counter substrate for an organic EL display device, which is arranged to face an organic EL element substrate having an organic EL element. The counter substrate for an organic EL display device includes a transparent substrate and an inter-pixel barrier formed on the transparent substrate and arranged between pixels. The inter-pixel barrier has a pedestal for the inter-pixel barrier and a reflection film formed to cover the pedestal for the inter-pixel barrier.
