An objective of the present invention is to provide a secure functional encryption scheme having many encryption functions. Configured is an access structure by applying inner products of characteristic vectors to a span program. The access structure has degrees of freedom in span program design and characteristic vector design, and comprises a large degree of freedom in the design of access control. Respectively assigning the access structure to the encrypted text and the decryption key implements the functional encryption scheme.
