The purpose of the present invention is to provide an apparatus for controlling an internal combustion engine, said apparatus making it possible to suppress discharge of unburned HC when an internal combustion engine starts. The apparatus for controlling an internal combustion engine of the present invention comprises: a fuel supply control means for supplying fuel to only some cylinders when a multi-cylinder internal combustion engine starts to operate, and then starting to supply fuel to the other cylinders which are delay cylinders; an engine output gas HC amount estimating means for calculating the relationship between an estimated amount of engine output gas HC and a delay cylinder start RPM which is the engine RPM at a cycle start timing when combustion occurs in the delay cylinders for the first time, said relationship being calculated based on predetermined parameters including at least a representative temperature of the internal combustion engine; and a target RPM calculating means for calculating a target RPM for the delay cylinder start RPM based on said relationship, wherein the fuel supply control means determines the fuel supply start timing for the delay cylinders in a manner such that the delay cylinder start RPM approaches the target RPM.
