A target cell extraction unit (111) extracts a cell as the destination of handover of a wireless communication terminal (3). A target cell notification unit (112) sends notice of first HO preparation information to an eNB (102) that accommodates the handover destination cell, said first HO preparation information being information that includes information about the handover destination cell and is needed for performing the handover of the wireless communication terminal (3). A next candidate cell notification unit (113) receives information about a next candidate cell, which is a candidate for the handover destination other than the handover destination cell, from the eNB (102), and sends notice of second HO preparation information to an eNB (103), said second HO preparation information including the information about the next candidate cell. A next candidate cell extraction unit (122) obtains the information about the handover destination cell from the received first HO preparation information, and extracts a next candidate cell on the basis of the condition of the cell as the handover destination of the wireless communication with respect to other cells. A next candidate cell notification unit (123) sends notice of the information about the next candidate cell to an eNB (101). |
