PURPOSE: A video encoding apparatus and an encoding method thereof are provided to perform action modifier demand of a host system during encording operation with minimum time lag and without encoder initialization. CONSTITUTION: An encoding method of a video encoding apparatus comprises the following steps: receiving video data by a video preprocessor(102); encoding output signal of the video preprocessor by a video encoder(103); controlling operation of the video encoder by a host controller(104); and outputting encoding control signal with the video encoder by an operation mode control circuit(105) if control parameter and operation command among the operation of the video encoder are received from the host controller.
