CONSTITUTION: An apparatus for extracting a motion comprises: a detection unit(110) for determining searching start location in an original image and performs spiral motion search in the original image; a search range determination unit(120) for determining searching of sub-sampling image in P picture search; a standard deviation calculator(121) for calculating standard deviation of X and Y components of a motion vector in case of finishing P picture search; and a standard deviation comparator(122) for comparing calculated standard deviation with a predetermined threshold value.
