PROBLEM TO BE SOLVED: To initiate MDT only when MDT measurement by a target mobile station UE is approved.

SOLUTION: A mobile communication method according to the present invention comprises a step A in which an operation maintenance server EM transmits "MDT config" to a subscriber management server HSS; and a step B in which the subscriber management server HSS instructs a target mobile station UE to perform MDT measurement by way of a mobile management node MME and a wireless base station eNB when the subscriber management server HSS determines that the MDT measurement by the target mobile station UE has been approved.
