The main purpose of the present invention is to provide: a color filter for reflective display devices, which is capable of providing a reflective display device with high light utilization efficiency and high NTSC ratio; a reflective display device which uses the color filter for reflective display devices; and an electronic paper. The purpose is achieved by providing a color filter for reflective display devices, which is used in a reflective display device together with a reflective display element that provides a white display and a black display, and which is characterized by comprising: a transparent substrate; and a pixel part that is provided with a color layer that is formed on the substrate and has a red color layer, a green color layer and a blue color layer and a white region that is provided in regions other than the color layer formation region where the color layer is formed. The color filter for reflective display devices is also characterized by being designed such that the ratio of the white display reflectance of the reflective display device to the white display reflectance of the reflective display element and the area ratio of the white region to the pixel part of the color filter for reflective display devices satisfy the following relational expression. S + 0.180 < Y < S + 0.360 (In the formula, Y represents the ratio of the white display reflectance of the reflective display device to the white display reflectance of the reflective display element; and S represents the area ratio of the white region to the pixel part of the color filter for reflective display devices.)
