[Problem] The present invention allows a spiral spring for a tension reducing action to be mounted easily, is configured simple without using a special part, and is configured in such a manner that the inner peripheral end section of the spring is prevented from separating from a fixation member. [Solution] The inner peripheral end section (21a) of a reducing spring (21) is connected to a bush shaft (21) rotating integrally with a spool and is wound tight to the inner peripheral end section (21a) side. The outer peripheral end section (21b) is engaged with a spring case (22) in the direction (ß) of winding of a seatbelt. When pulling out the seatbelt, the bush shaft (21) and the spring case (22) rotate integrally in the same direction and the reducing spring (21) does not perform a tension reducing action. When the seatbelt is worn normally, the rotation of the reducing spring (22) in the direction (ß) is locked and the tight-winding of the reducing spring (21) to the inner peripheral end section (21a) side is released to the outer peripheral end section (21b) side to allow the reducing spring (21) to perform a tension reducing action.
