<P>PROBLEM TO BE SOLVED: To provide a foundation device for installing a solar panel on a roof surface for horizontal laying. <P>SOLUTION: An attaching member 1 to be fixed to a part of a horizontally laid roof plate comprises a bottom surface part 2, both left and right side face parts 3,3, a back surface part 4, left and right inclined surface parts 5,5 and a plane part 6. A restraining member 9 installed inside the attaching member has left and right inclined surface parts 13,13 and a plane part 12, and also has a bent part 11 at a lower end part 10' of the front side part 10. A through-hole 14 provided on the center of the plane part of the restraining member and the plane part of the attaching member are connected with a screw 15 so that a part of a roof folded plate inserted into a gap 28 formed between the front side lower end part of the restraining member and the bottom surface part of the attaching members can be compressed and tightened by the screw. An installation member 20 whose back side part 21 is fixed to the opposite surface of the back surface part of the attaching member comprises a bottom surface part 22, both left and right side parts 23,23, and a plane part 24. A cross-shaped hole 25 is provided on the plane part of the installation member.
