<P>PROBLEM TO BE SOLVED: To provide a protective surface structure that is excellent in impact absorbing effect due to a novel structure combining a deformable support surface and a buffer member. <P>SOLUTION: In the protective surface structure provided with a net body 4 supported by a main girder 54, the net body 4 provided with a wire mesh 11 is deformable, buffer bags 21B contain a granular material such as sand, the buffer bags 21B are disposed on the net body 4, and the deflection of the net body 4 is introduced by the weight of the buffer bags 21B. By combining the deformable net body 4 and the buffer bags 21B, when receiving an impact force of a rockfall or the like, the impact force can be effectively absorbed by the deformation of the buffer bags 21B and the deformation of the net body 4. In this case, the sand in the buffer bags 21B receiving the impact force is moved, whereby the buffer bags 21B are deformed to absorb the impact force.
