PROBLEM TO BE SOLVED: To provide an air traffic control support device for enabling a user to reduce time and labor to create an avoidance plan and to quickly and reliably avoid occurrence of conflict.

SOLUTION: An air traffic control support device 100 supports air traffic control and includes: an avoidance plan creation part 101 for creating avoiding procedure which shows a change of flight plan so as to avoid an occurrence of conflict and creating an avoidance plan comprising the created avoiding procedure if the occurrence of conflict between aircraft is detected based on flight plan information showing a flight plan of aircraft; and an avoidance plan output part 102 for outputting the created avoidance plan.
