<P>PROBLEM TO BE SOLVED: To provide a traffic off-load device which can normally perform a call connection without lowering a security level in a mobile phone network even when receiving an incoming call from the Internet or a home network to a UE. <P>SOLUTION: A femto base station 110 receives a packet from the Internet or a home network to UE 100 in a step ST101, and a paging procedure is started in a step ST102. The UE 100 establishes an RRC connection between the UE 100 and the base station 110 in a step ST103, and the UE 100 transmits a paging response addressed to an SGSN 150 to the femto base station 110 in a step ST104.
