In order to obtain a ventilation and air-conditioning device capable of recovering heat from exhaust air to supply air and adjusting the amount of heating and the amount of humidification for the supply air to the inside of a room according to the temperature/humidity of supplied outside air, a ventilation and air-conditioning device comprises: a body casing (1) which is provided with a supply air duct for taking in outdoor air and supplying the taken-in outdoor air as supply air to the inside of a room, and an exhaust air duct for taking in indoor air and discharging the indoor air to the outside of the room; a total heat exchanger (4) which is disposed between the supply air duct and the exhaust air duct and housed in the body casing (1) and performs a total heat exchange between the outdoor air taken into the supply air duct and the indoor air taken into the exhaust air duct; an outside air temperature sensor (11) which measures the temperature of the outdoor air; an outside air humidity sensor (12) which measures the humidity of the outdoor air; an air-conditioning coil (5) which heats the supply air; and a control unit (14) which controls the air-conditioning coil (5) such that the absolute humidity of the supply air has a predetermined value on the basis of the results of the measurement by the outside air temperature sensor (11) and the outside air humidity sensor (12).
