<P>PROBLEM TO BE SOLVED: To provide a catalyst exerting high steam-reforming activity without performing a reduction treatment as a pretreatment. <P>SOLUTION: The catalyst comprises a carrier containing oxides having a composition represented by formula (I): La<SB POS="POST">1-x</SB>Sr<SB POS="POST">x</SB>AlO<SB POS="POST">3</SB>(wherein x is 0.05 to 0.5), nickel supported by the carrier, and metal elements selected from the group consisting of platinum, gold, palladium and rhodium, supported by the carrier.
