PURPOSE: A pump device is provided to produce energy, drinking water, salt, and agricultural products by using the wave environment-friendlily and transport the deep ocean water to the ground. CONSTITUTION: A pump device(100) pumps up the deep ocean water by using forward-backward action and upward-downward action as the power source. The pump device comprises a buoy(110), a buoyancy plate(120), and a cylinder(130). The buoy is moved according to the lifting and lowering action of the wave. The buoyancy plate is moved forward-backward according to the wave. The cylinder inhales and discharges the deep ocean water according to the action of the buoy and buoyancy plate.
