PURPOSE: A device and a method for controlling the ISG re-starting of ISG vehicles are provided to improve fuel efficiency by determining whether to restart the ISG vehicles or not with considering conditions of a brake pedal, a seat belt, and a door. CONSTITUTION: A device for controlling the ISG re-starting of ISG vehicles comprises a sensor for a condition of a seat belt, a sensor for the condition of a door, a sensor for the condition of a brake pedal, and controller. The sensor for the condition of the door senses whether or not the door is opened and closed(S33). The sensor for the condition of the brake pedal senses an operation condition of the brake pedal(S35). The controller forcibly restarts or stops an engine with an idle system by being received with information on a driving condition of the vehicles. The restarting is controlled by the operation conditions of the brake pedal, the door, and the seat belt, which are detected from the sensor for the condition of the seat belt, the sensor for the condition of the door, and the sensor for the condition of the brake pedal(S36).
