PURPOSE: An insulating wallpaper which prevents the moisture and cold air is provided to block divergence of inner heat due to thermal reflection and enhance insulation effect of a building. CONSTITUTION: An insulating wallpaper which prevents the moisture and cold air comprises a paper(11), polyethylene forms(12,14), a hollow fiber long staple fiber nonwoven fabric layer(13), a PE form, an aluminium foil reflective film layer(15), and a nonwoven layer(16). the polyethylene form is formed on top of the paper. The hollow fiber long staple fiber nonwoven fabric layer is formed on the polyethylene (PE) form. The hollow fiber long staple fiber nonwoven fabric forms polyester hollow filament having single fiber diameter of 22-40 micro meters. The hollow fiber long staple fiber nonwoven fabric is a hollow filament polyester hollow spunbond non-woven fabric. The PE form is formed on the hollow fiber long staple fiber nonwoven fabric layer.
