PURPOSE: A voice processing apparatus and a method thereof are provided to control a gain based on the characteristic of a signal which is inputted to a microphone. CONSTITUTION: An automatic gain control unit(30) calculates an average value of frames of a voice signal which is outputted from an analog/digital converting unit(20). The automatic gain control unit checks a location of the average value of the frames on a voice signal band. The voice signal band is divided into a plurality of areas. The automatic gain control unit controls the gain in order to have optimal area for processing the voice signal.
