<P>PROBLEM TO BE SOLVED: To solve the problem that conventionally, the use of an IP address repeating device close to an IP address of a transmission terminal, such as a TV conference terminal, was assumed to make transmission/reception of high picture quality image data or high sound quality voice data possible, and the repeating devices to be used were narrowed down based on that assumption, but, depending on the environment of a communication network, the assumption did not always hold true. <P>SOLUTION: Usable repeating devices 30 are predetermined every terminal 10 based on the locations of firewalls or types of firewall on a communication network 2, and among the plural repeating devices 30, candidates are narrowed down on two or more of repeating devices 30 first which are usable in common by a requesting source terminal and a destination terminal. That way, by actually transmitting/receiving advance transmission information between terminals via each repeating device 30 as the candidates thereafter, it is possible to narrow down on a repeating device out of two or more of candidates which has relayed prescribed information of shortest in the transmission/reception time required.
