PROBLEM TO BE SOLVED: To prevent requests from concentrating on a specific download source terminal when a plurality of download requests occurs for the same content per unit time.

SOLUTION: The communication management device is provided in a communication system comprising a notification device which receives and stores information about data stored in each communication terminal from a plurality of communication terminals, and notifies a candidate of other communication terminal that should be a request destination to a communication terminal which requests reception of the data from other communication terminal, and the plurality of communication terminals. The communication management device is provided with a timing indication unit which indicates a transmission timing of the information about the stored data for the communication terminal.
