<P>PROBLEM TO BE SOLVED: To provide a Sudare that can be compactly rolled up and secures visibility barrier performance, and to provide a fence with the same. <P>SOLUTION: The Sudare includes: a plurality of elongate slats 1 arranged in parallel; spherical members 2 sandwiched between the slats 1; and a wire 3 threaded through the slats 1 and the spherical members 2 for linking one another.
