<P>PROBLEM TO BE SOLVED: To provide a short message service system capable of providing sufficient convenience to users, regardless of a difference in specifications for each apparatus in the reception side terminal device of another network by taking simple measures in a transmission side communication carrier. <P>SOLUTION: A gateway mobile switching center (GMSC) 220 identifies a corresponding reception side user terminal device group, based on a group code in a correlation-ID incidental to international mobile subscriber identity (IMSI) and in-zone information, etc. supplied from an SMS-router 120, performs processing to convert an SMS message into a mode applying to the identified reception side user terminal device group, and supplies the message to the SMS-router 120. The SMS-router 120 delivers the converted SMS message supplied from the GMSC 220 to an applying reception side user terminal device.
