Provided is a catalyst with superior mechanical strength and degree of pulverization, which is for producing unsaturated carboxylic acids and is capable of producing the desired product in high yields. The catalyst obtained by loading an active catalyst component, containing molybdenum and vanadium as essential components, and inorganic fiber on an inert carrier is characterized in containing at least inorganic fiber with a mean fiber diameter of less than 1.0 µm and inorganic fiber with a mean fiber diameter of 1.5-7 µm as the inorganic fiber.
