<P>PROBLEM TO BE SOLVED: To provide an image processing system capable of appropriately adjusting image quality and delay amount in accordance with image generation state. <P>SOLUTION: An image processing system 1 includes: an encoder 2 for executing encode processing including quantization processing with regard to an image signal; and a control part 3 for controlling a quantization parameter in quantization processing. Based on the difference between the target code amount for a unit of macro blocks in prescribed number Z and the generated code amount with regard to the macro blocks in predetermined number processed immediately before, the control part 3 determines a quantization parameter with regard to the currently targeted macro block to be processed.
