Occurrence of abnormal noise due to contact between a storage member and a knee airbag is suppressed or prevented, even if there are inconsistencies such as manufacturing errors, assembly errors, or the like of respective parts. An airbag module (46) is stored within a column lower cover (22) of a steering column (12). The airbag module (46) is structured to include a supporting plate (40), an inflator (42), and a knee airbag (44). A gap (72) is formed between a lower surface of the knee airbag (44) and the column lower cover (22). Ribs (74) are formed to project at inner side surfaces of corner portions (22C) of the column lower cover (22). The ribs (74) are pressed against the knee airbag (44) and are made to be an interfering design.
