<P>PROBLEM TO BE SOLVED: To impose no function restriction on equipment even if there is no other authentication equipment by stopping authenticating operation in a predetermined place. <P>SOLUTION: A first communication device 1 is provided with a fixed-position installation detecting means of detecting installation at a predetermined position.
