PURPOSE: A server usage rates control system in a P2P based streaming service and method thereof are provided to adaptively control server usage rates according to current simultaneous connectors and inflow rates of the simultaneous connectors. CONSTITUTION: A packetizing server(120) receives a data stream from an encoder. The packetizing server indexes to a piece. A delivery server(131) receives the piece from the packetizing server. The delivery server transmits the piece to a client according to a request of a client. The index server maintains a list of the client. The index server provides a searching service.
