PURPOSE: A digital multimedia broadcasting service providing device and a method thereof are provided to supply a service component stream of a specific service at a fixed bit rate in a packet mode and supply a service component stream of another service at a variable bit rate. CONSTITUTION: A first packet processing unit(110) eliminates first padding areas of first packets. A second packet processing unit(120) generates second packets by encoding a service component data with a fixed bit rate. The second packet processing unit transmits some or all of the second packets to a packet multiplexing unit(130) at a fixed cycle. The packet multiplexing unit multiplexes some or all of the first packets and the second packets on a single sub channel in an enhanced packet mode. A packet transmitting unit(140) transmits a transmission packet to a broadcasting service receiver.
