PURPOSE: A hand-off method to a femto cell in a wireless communication system and server apparatus therefor are provided to reduce the delay and load of reverse measurement in hand-off from a source base station to a femto cell by measuring numbers of reverse measurement request messages. CONSTITUTION: A control unit receives requests of a server from a source base station through a network interface. The server executes a femto cell gateway function according to the occurrence of a request for hand-off to a femto cell. The control unit searches a database. The control unit selects a candidate femto cell for executing hand-off to one or more femto cells locates within a distance determined from the source base station. The control unit provides a response message to a server through the network interface.
