PROBLEM TO BE SOLVED: To extend a transmission time by preventing interference in symbols and interference between the symbols to improving the performance.

SOLUTION: A transmitter for transmitting a communication signal IGI inserted includes: a signal generating device for generating a chaotic signal as a reference signal for data transmission; and a signal outputting device for outputting a communication signal in which a first internal guard interval (IGI) section allowing no signal insertion, a data signal section allowing data signal insertion, and a second internal guard interval (IGI) section allowing no signal insertion are arranged in order. The interference between the data signal and the reference signal belonging to one symbol, and the interference between the symbols are prevented.
