<P>PROBLEM TO BE SOLVED: To provide a particle arrangement method at the time of manufacturing an information display panel capable of surely arranging a particle group as a display medium in a cell on a substrate by improving mask structure. <P>SOLUTION: In a particle arrangement method at the time of manufacturing an information display panel, a particle group is placed on a mask 11 having mask opening portions 11-1 each formed at a position corresponding to an opening in each cell 7 to be filled with the particle group, and the particle group is arranged in the cell on a substrate through the mask opening portion while a particle filling member 12 is moved, being pushed against the mask, to move the particle group on the mask.
