<P>PROBLEM TO BE SOLVED: To minimize consumption of communication resources to thereby realize efficient communication. <P>SOLUTION: When receiving an incoming call from a call control server 100 (S21), a base station CS1 transmits a confirmation request packet with terminal information written therein to a radio zone of its own (S22) to confirm whether a call destination mobile terminal PS1 exists or not.
