<P>PROBLEM TO BE SOLVED: To turn a semiconductor light-emitting element on or off for lighting control with high accuracy using a simple configuration. <P>SOLUTION: A semiconductor light-emitting element turn-on device includes control means which, when a current flowing in a switching element Q1 reaches a prescribed value, turns the switching element Q1 off and, when timer means for measuring the off time of the switching element Q1 (an off time measurement circuit 8) finishes measuring a prescribed off time, turns the switching element Q1 back on.
