PURPOSE: An encoding apparatus of a T-DMB system and encoding method thereof are provided to improve an decoding performance by enabling a user to selectively decode signaling information. CONSTITUTION: A first convolution encoder(103) encodes the output of a first energy dispersal scrambler(101). A conditional access scrambler(107) performs the scrambling of the output of the first interleaving unit in order to provide the output of the first interleaving unit to a receiver who has a broadcasting reception right. A MSM(Main Service Multiplexer)(115) multiplexes the output of a second interleaving unit. A broadcasting signal creation module(120) creates an OFDM(Orthogonal Frequency Division Multiplexing) signal for a digital broadcasting transmission.
