The present invention eases the workload when setting breach-predicting conditions. The present invention is provided with: a breach-condition similarity calculation unit (11) that calculates the level of similarity between breach conditions of a monitored system to be set and breach conditions of another monitored system; a monitoring-data similarity calculation unit (13) that calculates the level of similarity between monitoring data of the monitored system to be set and monitoring data the other monitored system; a first and second similarity determination unit (12, 14) that, on the basis of the level of similarity calculated by the breach-condition similarity calculation unit (11) and the level of similarity calculated by the monitoring-data similarity calculation unit (13), determine whether or not the breach-predicting conditions of the other monitored system can be applied to the setting of the breach-predicting conditions of the monitored system to be set; and an image-generating display unit (15) that causes a monitoring device (3) to display the breach-predicting conditions of the other monitored system that have been determined to be applicable.
