<P>PROBLEM TO BE SOLVED: To suppress degradation in service quality with power saving control. <P>SOLUTION: A control apparatus 130 makes a base station implement power saving control including power lowering control for lowering transmission power. The control apparatus 130 includes an acquisition section 131 and a control section 132. The acquisition section 131 acquires overlapping information showing the magnitude of each of overlapped portions of a plurality of cells.
