<P>PROBLEM TO BE SOLVED: To obtain a call reservation control system which can connect a call reliably by controlling reservation of a session consisting of a flow from start of communication with the protocol of SIP to a disconnection request, and to provide a SIP server, a call reservation control method and program. <P>SOLUTION: A call reservation system 11 receives a reservation of the number of calls used for outgoing and incoming calls of a specific telephone number, and notifies to a SIP server. The number of call reservation means 12c of the SIP server reserves the number of calls, for which a determination is made that a call can be reserved, in a frame different from that of a normal call.
