<P>PROBLEM TO BE SOLVED: To avoid finding out malfunction of a switch after an accident during the opening and closing operation of the switch. <P>SOLUTION: For example, for a circuit breaker configured to come into contact with a fixed contact 107 after a movable contact 106 moves by connecting a power source 102 to a coil 101, a voltage detection part 201 measures the voltage of the power source 102 and a voltage determination part 202 determines whether the measured voltage is within a specific voltage normal range before the power source 102 is connected to the coil 101. When the voltage determination part 202 determines the measured voltage is within the specific voltage normal range, the power source 102 is connected to the coil 101.
