PURPOSE: A personalized handover determination method and portable terminal thereof are provided to select an access point by considering of various user tastes. CONSTITUTION: A portable terminal creates base station lists which are able to be used by a portable terminal when an application program is executed(301, 303). The portable terminal extracts a policy which is previously established(305). The application program acquires the last base station list. The portable terminal selects a handover target base station by using the extracted policy and a user taste for each base station within the last base station list(319).
