PURPOSE: A porous separation membrane is provided to improve thermal stability, facilitate the control of porosity, thereby improving stability of an electrochemical device. CONSTITUTION: A porous separation membrane comprises a porous substrate(10), a porous hybrid membrane(20) in which inorganic particles are dispersed formed on at least one side of the porous substrate, and a porous polymer membrane(30) formed on the porous hybrid membrane. A manufacturing method of the porous separation membrane comprises: a step of manufacturing suspension by dispersing inorganic particles into binder resin solution, and forming a porous hybrid membrane by applying the suspension to at least one side of the porous material; and a step of forming porous polymer membrane on the porous hybrid membrane.
