PURPOSE: An agglomerative hierarchical clustering method and an apparatus thereof are provided to perform initial clustering by using the nearest neighbor graph based on an object. CONSTITUTION: An initial cluster generating unit(410) generates an initial cluster by selecting objects. A merging unit(420) merges the initial cluster. The initial clusters include an object. The initial cluster generating unit generates initial clusters by merging objects with a center object.
