PURPOSE: A connection change system and a method thereof between heterogeneous networks are provided to transfer a network change policy to a terminal device according to a loading state of a wireless relay apparatus and to change a connection network. CONSTITUTION: A terminal(100) changes a connection target network according to a received network change policy. A policy related device(200) monitors a load state about a wireless relay unit. The policy related device generates a network change policy according to the defined load-based policy setting information. The policy related device supplies the network change policy to a terminal device.
