PURPOSE: An anti-spattering agent and a manufacturing method thereof are provided to manufacture, transfer, and store regardless of weather conditions and apply even under -20 deg. Celsius. CONSTITUTION: An anti-spattering agent comprises 30-70 weight% of monomer, 1-4 weight% of other component, and 60-67 weight% of mixed water. A manufacturing method of the anti-spattering agent comprises the following steps: manufacturing an emulsified monomer(S10); manufacturing polymerization catalyst(S20); dissolving polyvinyl alcohol by inserting plolyoxyethylene nonylphenyl ether(S30); inserting initial emulsified monomer(S40); pre-polymerizing by adding catalysts 1 and 2(S50); adding rest of emulsified monomers, catalyst 1, and catalyst 2(S60); adjusting pH using NaOH solution(S70).
