<P>PROBLEM TO BE SOLVED: To provide a hydraulic material with less environmental load while using blast furnace slag fine powder. <P>SOLUTION: The hydraulic material includes the blast furnace slag fine powder, plaster and calcium carbonate. By the configuration, the hydraulic material achieves all of (1) reduction of a calorific value in hydration reaction, (2) security of strength after being turned to a hardened object, and (3) reduction of carbon dioxide emission, in a well-balanced manner. By such a hydraulic material, cement, a structure and a ground improving material are optimally attained.
